Ouch, but Reaper should be taking my money. So I think I'll pick up recycle and see if it increases my work flow.

While its somewhat confusing to understand - I use acoustic instruments and synth and guitar passages that are sensitive to time stretching (meaning they are harmed by it). Because for certain content the audio quality (while changing the tempo) requires not just time stretching, but also the basic idea behind Rex, which is to avoid the overlap when speeding up, and avoid the gap when slowing down, both of which appear to be done generally by rex, and apparently now within Reaper.
